Because that shell is NOT correct for the chassis! This is something cobbled together for reasons unknown. Not worth the asking....
That's a Kato mid production SD40-2 mechanism under what looks to be a flat radiator Kato SD70M shell possibly. Why? No clue.

Yeah, but there are "No missing or broken wheels, couplers, steps or other detail parts." It also appears to have blue trucks and couplers. I've never seen that before, so definitely "ultra rare." I'm sure that hand written text on the car is also one of a kind.

I hate to say but I sold several of that same car when I was reducing my inventory, and I hate to say that weathering isn't worth that much.
Agreed! Especially the "parked-in-a-downpour-of-acid-then-dipped-in-mud" weathering job we see there.
