On February 25/14 I ordered some N Scale decals from a Vendor through the internet and paid with PayPal. On 3/5 I emailed asking for shipping info and was told he was waiting for replacement paper because the ink wasn't adhering to it. The supplier said maybe the cold weather had an effect on it ?? For the last two weeks I've been emailing asking the status and have received no reply's. What recourse can I take through PayPal ? I feel I've allowed plenty of time, I really want the decals but seems like that won't happen.

    Hi,

If you feel that nothing else can be done, log into PayPal. In your activity you should see the transaction. Click on Details, then at the bottom of the transaction details there should be a link called 'Click here to resolve' By following the steps you should be able to sort this out through Paypal, they are very good with this sort of thing. Hope that helps.

Seems I got the same response from this vendor and am still waiting. What a shame as I would like to order more if said vendor would deliver the goods in a timely fashion. I think you need to open a complaint within 45 days. Good luck with this and let us know what happens.

Thanks for the reply's I have emailed him again and if no reply again by Wednesday I'll file the dispute with Paypal as the 45 days will be Thursday. A shame !!

Well, I'm typically all for giving folks the benefit of the doubt and giving them time. I've had numerous issues come up during the selling process and was glad that folks were patient. But if you think PayPal is your only way to resolve this, I would not wait until Wednesday. That's cutting it too close IMHO. If PayPal has system problems or they don't process it until a nightly batch and that falls after midnight and so forth and so on...you get the picture I think.

There are a couple of vendors I deal with that wait until they have enough paid orders, then build and ship. It can take a few months. They do not communicate or answer E Mails, nor do they publish any information about ship dates on their web site.

If I buy from them, which is seldom, I set a calendar reminder for 40 days. I send an E Mail and if it isn't answered in 2 days, I file a dispute with Pay Pal. Wait to long and time is expired on disputing the transaction.

I don't mind waiting a reasonable amount of time if the vendor let's me know approximately when they will ship. Silence on the other end makes me nervous.

I understand many of these vendors make their parts and kits in their spare time, but if they can take the money up front, they should be able to ship in a reasonable amount of time.

Just been notified that from 17 June 2014, PayPal's Buyer Protection time limit is changing from 45 days to... 180 days!

If it is not against the rules of this forum could someone provide details as to who this is sounds a lot like some other "odd ball" that has not delivered product in the past.

I'm not sure this is good news if you're an honest seller. I can imagine some, ahem, less than honest buyers filing bogus claims on Day 179.

I agree. There is abuse now. After the above noted date, it will become worse in multiples. I cannot see any need for such a time period.

Take it from me do not let the seller make any promises that will allow the 45 days to run out as I had happen to me, I lost almost $100.00 with a flake that stroked me along past the 45 days (saying that they were delivered and were not, as I use a PO Box) when I had paid for some hoppers that I never received.

I will say that is the only problem that I have had in almost 7 years of using e-bay and paying with PayPal.

We'd prefer names not be mentioned. You can certainly try a PM to the OP.

Confirmed to me off list, it's not that person you are thinking it could have been. We are very familiar with complaints about that party.

This is why I use a credit card to fund my paypal account, I can lean on them to fight my battles.

I can - eBay is a truly Global market; if a buyer is tardy in dispatching the item after sale, combined with International Shipping taking longer and longer due to Customs delays, an item can still be in transit 45 days after payment.
Some items can only be legally shipped by surface mail (i.e. by boat) which takes a minimum of 6 weeks - that's 42 days right there.

However, I agree 6 months is excessive - I personally think 90 days (3 months) is better.

The OP sent an ELECTRONIC MEDIA MAIL MESSAGE asking the seller for information regarding order that was also placed online. The Seller responded, also using electronic media. At no point in this conversation should the necessity for printed media even have been a factor, ever. It shows as a sign that the seller is cheating the buyer.

you are all so nice and patient.....there is an estimated delivery date in the item description....the seller can expect the first email at the end of biz that day....and I click on the "Open a Case" tab.
Ebay gave the buyer these tools, and I think it's silly not to use them. If someone does NOT have an item or tool in their possession, they've no business listing it for sale.
$.02......take it for what it is worth

The estimated delivery date is not a single point, it's a range. I imagine this allows for variation in the Postal Service delivery time. So you're saying you open a case if the item doesn't show up on day one of that range?

That's a lot different from not actually having the item at all.

It would be a shame if everyone was to boycott or quit using ebay all together.:crying:
I have been there since 1997 and it is NOTHING like it started out as.
    IMHO

Don't know how or why this turned into an eBay thing but the original poster said the decals were bought through a vendor with no mention of eBay. Paypal is not exclusive to ebay.
