If time and money are on your side, jump in and make a change. I'm just finishing my third layout and have not regretted any of the redoing. My present layout had a tunnel. A year ago the kids bought me a Big Hook of which I never had a desire for-but, so I opened the tunnel into a cut so the crane could make the circuit. Now I find I like it the layout a lot better. If the land manager and I can come to some sort of an agreement I will expand or redo again.
Legos for buildings and scenery, Unitrack for track -- and you can change stuff endlessly to suit your tastes.
Builds whether pre-built or kits can be used so they can be moved to a different location. Track with roadbed included such as Unitrack has opened up model railroading to a larger group of modelers.
If you are N-Sane, then so am i. I have been working on my layout since November. I have 90% of my track laid including the entire mainline. I have not even ran my 1st train yet. I am not happy at all with the track plan now that it is reality. So i am starting a dismantle as soon as this post is finished . I will be able to reuse the benchwork, but it will be reconfigured. Ugh! Joe

I have been working on a plan in my head for some time now. I look at the last two layouts as learning experiences. The first one was all block wiring DC. Three lines and lots of things to look at. The second was about operation and industry.. It works well. However when I designed it I put in to many hidden spots. To many places where I have walk around the layout to flip a switch. And then there is the huge mountain in the way. It was fun to build. But not so much to operate. I decided my next one will be a 9x12 with a 3x6 opening in the middle to operate in. More to come later.
