It's South of the Twin Cities but North of the Quad Cities. Also it's one of the last railroads to operate a certain type of locomotive.

I was just digging around in searches, and found information stating that operation was supposedly closed down fifteen years ago. If so, I am wondering what we are seeing?

Carsten got the location correct. It's been renovated to an Industrial park, with its own railroad. I still need the name of said railroad.
