Good story, anyway. How do we know this is something really built by Lionel for dealers? If seller can't ship it, how did Lionel?
What's the value of the accessories and the 031 track?
Buy a sheet of plywood, paint it, cut and glue some grass matting, screw the track down, throw your accessories on.
Maybe six hundred for the bits, but there is no original boxes, so.....

    Three hundred? Four hundred?
    Opinion.

“Normal wear and tear, small scratches in the front of the train”
Yeah, like the five pinstripes are virtually gone You can see the shadow in the first photo.
"has two spring assisted pop-ups on the top of the front & back of the engine. "
    Geez...could he mean Pantographs?
I think a BIN of 725 is about double what they're worth in that condition, but you never know on the bait.
    OPINION.

It does have the look of their dealer layouts. Would like to see it in person first...

Once again, with the stripes essentially gone, this gets knocked down to about C-4. $725 is way out of line.

Never heard of an "06" version. It sure does look like the 2330 as numbered. Condition again C-4.

    You're gonna love this one.
    Remember, "condition-condition-condition".
Scratched so badly it isn't worth doing anything with.
One roofwalk extension snapped off. Both sills big chunk broken out.
Door guides rusted to snot. Even the brakewheel is missing!
    500 BIN......at a show, I'd give 5.00 for the trucks.
The 18 bucks shipping is more than three times the value.
    But, then, that's just an
    Opinion.

What I want to know is how does this have a C-7 box with such a trashed content?

Having been "tapped", the box is not C-7. At best the car is C-3. Just wild dreams of fast dollars.

    C-3? For something not salvageable? I'd have given it a C-1, possibly a C-2.
Shell is hopeless. Missing parts, scratched and dinged so badly it cannot be saved, red lettering is pointless to mention.
I'd use the chassis under an MPC car, doors in a bin for future repaint and repair of another 6464 that came in missing a door. Door guides aren't worth the effort to try to save.
Like I said earlier, five bucks for the trucks and couplers (if the springs are any good anymore).
    Opinion.

Just saying C-3 at best. Myself, I wouldn't pay a penny for it.

Hard to tell. C-2 is restoration required, C-1 is junk.
    C-3 is restoration candidate.
With chunks missing from the body (and not there), like the sills both sides with a bite out of them, and a roofwalk end gone, I think (opinion) well out of C-3, and with body so damaged, out of C-2.
Remember earlier we had a "restored" unit graded in the "C" category?
The link shows the "R" category I mentioned.
And "R" classes only go as high as R-5.
Boxes....they have a "P" category for paper products.
"NOTE: Any paper or box that has been repaired can be graded no higher than P-5." out of a possible P-10.
    Interesting .pdf.
I think I'll use it to grade these as I go.
    Opinion.

Hmm. Link does not work. Page not found.

Going from memory, C-3 is poor condition, and requires body repairs.

Try that. All the same, just no http:// and it opens right up.
If not, google tca grading standards.

    OK. I was close:

"C-3 Poor—Requires major body repair: Heavily scratched, major rust and missing parts. Restoration candidate."

    C-2 Restoration required.
    C-1 Junk—parts value only.

Restoration is required, but not possible due to one piece body missing at least three chunks.
Shame...nice red lettered variation like that, with the box, and it has a past life as an NFL Football.
