I think it hauls specialized well drilling materials like drilling mud/additives. I don't see those in the Bakken oil patch much--we get trainloads of frac sand, and they are transloaded into 20-ton sandboxes on trucks to the well sites.
Based on where I saw these cars in Chattanooga, I want to say it was some sort of fertilizer type dry bulk materials but based on Hemi's comment, there are probably multiple uses for this car
An oldie from Feb 21. Eastbound tonnage eases out of CP Gassman a half mile away and heads for the valley's namesake trestle. I nearly got frostbite on my nose when the cold-soaked camera touched it. It was a real feel of around -35 that morning.

Here's a photo of another car in that series at Avery Island, LA. http://www.rrpicturearchives.net/showPicture.aspx?id=3691072 Maybe it's a special car designed to carry Tabasco sauce? Would that be considered a "low viscosity, non-dangerous liquid commodity"?
Sure, why not? But, combine the photo location of Avery Island, LA, where Tabasco sauce is made, with the photo caption which states that the "car is suitable for handling ... low viscosity, non-dangerous liquid commodities" and you have a set up that was just too tempting to ignore.
