I had the Peco code 80 on my garage N scale layout from 2001 to 2014 and had the same point issue. They had to be very clean. I became an avid No-ox user but it did not solve the problem for the points. If I used the electrofrogs again I would add a jumper wire to the point rails.

Do the new Peco Unifrog turnouts improve the results?

I actually have no idea what it is. I know it's used in the electrical industry to prevent oxidation.
As to how to apply it, I used my finger. But I suggest watching my video. It has all the info about it.

I have found that as dust accumulates on my layout I have to vacuum it. However my layout is in a spare room not a garage environment.
I would say for your experience it's more of an environment thing than the No-Ox not working.

The best way to solve this problem for ever is installing a PL-13 accessory switch...... mounts onto the regular switch motor and never a dead spot anywhere anymore......

when i get a switch like that, i just take a needle nose plyer and turn in the one point a little & problem solved.

The No-ox worked great on the track with the exception of the points to stock rail contact areas.

Tada! Note-the below is an HO switch, so you won't have the links to cut in the closure rail. Use a Dremel tool to slit them instead.

That's fair. It just wasn't my experience with No-Ox.
I did put some on each point specifically?

I also let the product sit on the rails for 24hrs to let it condition the track.

I'm not saying you are doing anything wrong btw.
