I'm pretty sure it's just the regional trains between Chicago and St.Louis. Copied from a press release "Six new sets of equipment, including cars and locomotives (train sets) capable of operating at up to 110 mph, will be purchased for use on the Chicago to St. Louis Corridor. Each train set is expected to consist of five cars including new coach and business class seating, as well as a café car. Two new high horsepower diesel locomotives will likely be used on each train set. Nippon Sharyo was awarded a $352 million contract in November 2012 for 130 rail cars to be used throughout Illinois, California, Michigan, and Missouri. In December 2013, a Notice of Intent to Award was issued to Siemens USA to design, build, and deliver the locomotives on behalf of the Departments of Transportation from Illinois, California, Michigan, Missouri, and Washington."
I have personally clocked our Superliner in western Wyoming at 110+ in the days before DRGW joined Amtrak 30-some years ago.
most mainline trackwork complete siding and some bridge work continues. hope we get more trackage opened up for 110 soon
I don't think the eagle will run that fast but might be faster than current 79. trains with new cars on order will be 110. several towns getting new depots Pontiac is one of them. hope to see more 110 stretchs opened up soon
mainly signal and ptc work and siding upgrades . I think some double tracking going on. I think most bridge work done I think Wilmington getting a new one

new depot in Pontiac opened this week city didn't make public notice of it so I missed grand opening celebration. contractors are putting finishing touchs on landscaping looks nice. sure hope its worth the two and half million they spent on it its well lit with heat and ac , and free wifi.
new locomotives on breakin runs should be in service soon. I thnk next 110 stretch is near Carlinville testing under way
