Lettered Water Tower. The bulk of the layout is part of a fictitious division of the C&O, located in Highland Co, VA. The county tried twice in the 1800's to have a rail system but failed. The Albemarle Division is a "what-if" scenario had Highland County been successful connecting to the C&O.
