Off topic - but you guys probably know. Or at least have an opinion. How tall does a backdrop need to be? Can I get by with a 2 foot backdrop? This is on HO...
Hard hats? What are those. Everyone in my modeling era wore cowboy hats, even the power company line men.
Labor has a strong union ... only one guy can run the hammer; one guy can lean on a shovel and one can supervise that the union rules are not violated. Gotta watch the two guys who are loitering around the project ... they might be union moles.

That was a bit intentional. So far over the top that they would be remembered *at the very least* for their look. I have a couple of videos of those guys... YMCA and In The Navy... not very sophisticated entertainment but really good for a laugh when you need one. (I also used to have some of their songs on 8-track )
As Mike wrote, it was intentional. You must consider how this was the era of "disco" and the weird clothes spawned by that misadventure. I can't deny there was some good music. But there was a lot of awful stuff. A lot of it. And such side effects as the attire. Ugh.
