It looks like some wheel thieves were chased off by a passing patrol car in the middle of committing their dastardly deed. Any longer it would have been up on cinder blocks.
Southern Railway's PS-4 1380 as styled by Otto Kuhler was the only steam locomotive streamlined by the road. She normally saw service between Monroe, VA and Atlanta on the Tennessean.. She's at Atlanta's Terminal Station here.
Streamlining efforts appeared to take all forms, some better than others. I'm a 611 fan too. Kuhler also did the LV's K-5s assigned to the John Wilkes, others for the Black Diamond and the Milwaukee's fast Atlantics on the Hiawathas.
Known on the Santa Fe as Madam Queen this 2-10-4 is shown here waiting on a siding somewhere in New Mexico in 1942. Jack Delano took this photo while assignment with the Farm Security Administration for the United States Office of War Information while on a trip from Chicago to California documenting the Santa Fe railroad infrastructure. He used a large format camera and a new 4 x 5 inch color medium, called Kodachrome. It was made available to select photographers, including Delano. Many other photographers were apprehensive about using Kodachrome but Delano embraced it despite the challenge of working with its ISO 10-equivalent light sensitivity. Library of Congress collection.

Years ago, Trains magazine did a feature article on the Madam Queen and I recall that her firebox was so large that an automobile of the day would fit inside it. Late in their lives, Santa Fe 2-10-4s worked coal trains on the PRR's line to Sandusky, OH.
Back before there were FedEx and UPS jets there were dedicated American Express special fast trains, or so they say.

First, I apologize for the pic, it was from a live feed. These appear new, but don't these look like they have structural "ribs", kinda like the Milwaukee Road's?? I couldn't make out the reporting marks though...
BCOL was bought by CN from the BC government IIRC about 2003. I think BCOL green was a little lighter than that dark forest green. It looks freshly painted, though.
