At this point in time, there are only generic decoders that have sound and motor functions that are diesel or steam specific . You're not going to find a decoder with motor functions and a GE sound. As more companies produce loco's with decoders and specific sound for that loco, this void will change. We are entering this cycle with many surprises to come in the not too distant future.
