The big GEs had Nathan P-3s, and IIRC the SD70Ms had Nathan K-3LAs or P-3s (horn swapping going on).

As far as the SD70ACe, I don't think a mythical modern-day SP would have a choice in horns; the standard horn EMD has applied to all SD70ACe/M-2s is the Nathan K5LLA. IIRC, it's for standardization, as well as meeting federal maximum/minimum horn volume requirements.

so would the p3 still be able to be used today with the new laws about loudness of the horn or would it be replaced with something else? of replaced what with? wondering this so i know what to have my Gevos programmed horn wise.

As far as applications on new locomotives, I dunno; I'd presume with the requirements and desire to standarduze, they'd have to go with the K5LLA, like every other SD70ACe/M-2 built to date.
