    No surprise here. Whenever they want to prevent an operation, they simply put in an abusive liability requisite and it kills the potential irritation....

    There used to be an excursion train that ran from downtown Houston to the Railroad Museum in Galveston...when it closed down, I heard it was because they could not afford the huge liability insurance policy premium.

    That and the fact that there was a very slow track speed. UP had all the gate timing at crossings set up for their slow freight trains. That prevented the Texas Limited from running two trains each way every day. They figured they could make a profit with two trains but UP was not about to reset everything.
