I found this at another railfan forum: "I live in Murray, Utah along the ex-DRG&W Provo Sub a few miles south of Roper Yard. Today (6/22/12) while looking for the BNSF thru freight that usually comes by around noon, I saw a UP train headed north (west) at what looked like passenger speed. It had a big road engine in the front, 3 business cars (one of which was the 'Cheyenne') and a big road engine behind. Anyone know what that's about?"

Sounds like an "Officers Special". Sometimes the execs will travel that way to woo clients, investors, of to do a visual inspection of an area.
This appears to be the same theme as Operation Lifesaver, though this time it is aimed at city/town leaders...operative word - "LEADERS".
