This thread by ElvisTie shows some methods for making trees. Materials used are polyfil, foam tree foliage, and floral cuttings for tree armatures. These are certainly not the only methods, but, depending on your layout, you will need thousands of trees. ElvisTie shows an inexpensive method to make this happen. BTW, ElvisTie only need 5,000 trees!
