I was going through some of my junk this afternoon and found this brass CPR artifact. Does anyone know what it is?

The bottom is a hollow tube with a "key" along its length and the left end features the same, but its made of steel with a lesser diameter. The right end is shaped to form a flat blade screwdriver.

My memory is really hazy with this. I think someone gave it to my Dad and might have said it was for adjusting gas lights in passenger cars. I just don't know for sure.
