    The Ministry of Transport & Communications in Kazakhstan has appointed Aecom and Strategy Partners Group to to develop a national freight and passenger transport strategy, with recommendations on energy efficiency, institutional reforms and the potential for transit freight between China and Europe. EIB signed the first €40m instalment of a €130m long-term loan for the construction of the 106 km second phase of LGV Est-Européenne on December 5. This covers the Alsace region’s contribution to the €2·1bn project ‘in a European environment marked by a scarcity of long-term funding’. A three-year ‘BahnhofCity’ renovation of Wien Westbahnhof was officially completed on November 23. ‘The new West station is both an attractive transportation hub and a catalyst for the modernisation of a large urban development area,” said the Mayor. ‘Flagship projects like this contribute a lot to the high economic and living standard in our city.’ Inter-American Development Bank has approved a $80m loan for rehabilitation of Uruguay’s road network and reorganisation of the railway sector. DB Regio commissioned the first phase of regional and suburban train maintenance depot at the former Nürnberg container terminal on November 30. Intended to replace the existing Gostenhof and Dürrenhof sites, the €66m development includes an eight-road workshop. In December the French government ended negotiations with a consortium of Vinci Concessions, Vinci, Caisse des Dépôts et Consignations, Axa Infrastructure Investissement and Keolis which had been selected as preferred bidder to finance, build and manage the Charles de Gaulle Express airport rail link (RG 8.08 p479). The government is now consulting on how to proceed. Japan External Trade Organisation, Oriental Consultancy and Parsons Brinckerhoff have been selected to conduct pre-feasibility studies for a 664 km Hyderabad – Chennai high speed line in India (RG 9.11 p83). Ineco is looking at the Howrah – Haldia route (135 km), and Mott McDonald at Delhi – Patna (991 km), while Systra’s report on Pune – Ahmedabad (650 km) is being reviewed by the government.
