Is she in restoration? The RGS markings on the "cargo" box sides looks missing and some windows are boarded up. though the rest looks great.
I took the pics in 2017 so there may have been some refreshing going on. The vehicle was restored in 2011/2012 time frame so my hunch is the plywood is to protect the transparency underneath from debris and our high winds. Sept 25 is their Railroad Days and I'm hoping to get over there for new photos and video.
