What are these?

Welp I have a an unknown piece here. These came in the detail parts to my Bachman G scale 3 truck shay details. But I have know idea just what they R? Could some educate me in to what these critters be?

 

Don't have that locomotive, but these look like they could be rerailers.
In the event of a derail.

 

Come with Bachmann locos in a separate bag. Drill out the two holes, install brass hooks under the tender frame, hang them. Sometimes painted silver, sometimes yellow, depending on your prototype.
Mine are silver.
