CSX or NS Yard on WVA- MD border ?

I was driving home from West VA to PA on Sunday. We were running late so I didn't stop to photograph it, but we crossed a bridge over the Potomac River on the border of Wva and MD on Route 70. There was what appeared to be a small yard at river level, with a tower on the WVA Side. It curved around the bend. Looked like a neat small yard to model. Is this NS or CSX ? Was it Western MD ? Any info would be appreciated. Thanks, Dave in Reading, PA
