Can you use a Dremel to mill out a diesel loco fuel tank to make space for a speaker? What attachment would be needed and how would you go about doing it? Thanks.

Yes, you can, but don't. If you're working in HO, put a piece of scrap wood under the fuel tank and drill it out with about a half-inch bit. The frames are pretty soft. If you think you're strong enough to hold the frame and the Dremel with a cutting bit, you're asking for a visit to the Emergency room. Use a vise.
