    And the hints keep on rolling. I made a mistake above, there are actually four trucks along the 30° side and four more under it on a flat section of rail. At one time the rail extended in a gradual arch along the hill side.

    I'll bet its some kind of mining equipment, like for a convaor that moved back & forth and piling up rock or dirt.

    While bringing a train west bound along the Coast Line near Richmond Beach, I spotted a couple of people on jet skis. One of them was holding up a large printed sign that said "Honk For Boobs". I immediately whistled off and a woman on the other jet ski lifted up her shirt and flashed us.

    Close but nothing to do with mining. It did have cables attached to the top of the scaffolding at one time.

    Was it used to keep cables tight for moving buckets of concrete to build a dam?

    The tram was attached to a fixed anchor on the other side of the dam. The movable anchor contraption was used to position the tram cable and thus the concrete dump buckets over the area being poured.

    Some kind of platform in logging operations where a set of pulleys pulled logs up the mountain like skyline cable logging?

    Yes, they pulled up most of the track and remove all the tram cables after the dam was finished.
