Humor me...I know DCC is the modern way to control both trains and accessories.

But let's say I want the following:

Signals, three-color, controlled by non-micro-chip control circuits, i.e., detection by old-school means and...
automatic--DC--train control with signals tied to this (green=go, yellow=slow, red=stop) using relays.

I know it can be done. Anyone know where I can find information? And do the components still exist?

You will need old school electronics. Transistors, resistors, capacitors, diodes. No way to get away from it. Relays will be a waste of money and time to operate the signal circuits which require very little current.
    Timing and logic involved.
I have to assume you have an abundance of relays in your junk box.
