      Is/was there some sort of pumping equipment housed in the base? Was water drawn from a nearby well? Or?

      Sorry, don't know the answer to that one. I know that steel has always been scarce/expensive here in Mexico. That's why we see so much older construction with masonry, and these days with reinforced concrete. But alsmost all of these photos of tanks have large masonry bases, and on a lot of them you can see the filler pipe running up the outside. So while there may have been something inside the base, they commonly built them of masonry no matter what the source of water.
