I wonder if roads near the plant are re-enforced and is weather (rain/water tables) a factor for a move?

A couple of years ago, when returning from my Granddaughter's gymnastics class I saw a similar type of load moving West on I-70 which I believe had originated at the Port of Baltimore. The load was protected by State Police escorts as well as the normal company hired escort cars. What was unique about the load, where the Interstate went over a surface road on a overpass - the load would exit the Interstate and cross the surface road and then reenter the Interstate - I can only imaging the weight of the load. I observed the load with 'double headed' tractors connected by a drawbar the rear of the load also had double headed tractor connected by drawbars with the load - I suspect the load may have been headed for some destination off of I-68, which has some serious grades on its route from Hancock, MD to Morgantown, WV.
