I use full stength white glue and very carefully put glue where I want the ballast in the area around the points. I use a brush for this. I apply a very light amount of ballast to the glue. After that glue is dry I ballast the rest of the turnout using the regular half strength white glue and wet water method. While the glue is drying I periodically move the points to make sure they are not sticking.
I also put a small drop of oil on the rivets or swivels on the switch, glue will not stick to oil. Also I do move the points as the glue dries and use just enough ballast cover between the ties.
I am using Kato Unitrack which I paint, weather and ballast. I do exactly the same as ncng, except that I use full strength white glue throughout. Moving the points as the glue dries is a must.
