Ballast is a commodity that the carriers will source from the nearest quarry to the location of use that meets their price point. There are generally more than a single quarry available on most railroad operating divisions. Quarry's do 'mine out' and go out of the ballast business and get replaced by other providers. Railroads normally receive ballast in train load volumes.
