    Below is what you have then. Hook up the meter like it shows in the second photo, The instructions are very clear.

    Is there any limit on the length of wire that can be used? Can this setup be used to test different sections of a layout?

    I do not see any issue with the length of wire as only a few milliamp of current is flowing though the meter.
    When looking at different sections of the layout, that will be another story.
    I have my system right at the output of the booster.
    It can be used at different parts of the layout but use at least #16 wire if only a couple amps.
    Our club uses #14. This not meant to be used as a portable meter normally.
    The issue with an amp meter is you have to break the wire and insert the meter in series with the load. In this case, you need to break two wires and insert the PC board with the power resistors and measuring circuits.

    Some day I hope to be able to do this with toroids as the wire slips though the center of the toroid which looks just like a donut and has thin wire around the toroid.
    When I was an industrial machine mechanic I had a clamp on amp meter that clamped around the wire and measure current but these meter are high current mostly and probably not the frequency range of DCC.
