Decoder won't program, but reads and responds to commands

Puzzling behavior on newly installed Digitrax decoder (DN163A3). It will read just fine using PR3 and deconder pro v 3, but it will not program - can't even change address, address length, or analog mode. Decoder pro will go through the programming steps and indicates OK, but on readback, the old values persist. Changing programming mode also does not help. The decoder will respond to commands from the command station just fine and runs the engine well. This is the first time I have encountered this problem. The next step in my toubleshooting will be to try and program from my Zephyr. Any other thoughts or considerations I should be taking? Should I try using a resistor across the programming track as has been suggested for programming sound decoders.

Is CV29 configured for the short/long address as it may be? Does the decoder require a certain voltage, maybe a resistor like some did a few years back?

Further troubleshooting reveals PR3 programs other decoders fine and the subject decoder cannot be programmed by Zephyr either. I suspect a defective decoder out of the box. Any other suggestions?

Did you try sending a decoder reset?

Yes, multiple times with no effect. Even in single CV program mode it seems to make no difference.
