Found it! That's the FCCM shops in Merida, Yucatan, Mexico. Just south of it is a nice-looking station. Coordinates: 20°58'40.71"N, 89°36'45.10"W I thought at first it was European just looking at the street layout, but the hint about International Railways (plus the pics of FCCM action) pointed me toward the Yucatan Peninsula.
