Looking for a DCC controller that is capable of resetting the decoder and assigning road numbers. It won't be used on a layout so bare bones capability + the features I mentioned are sufficient I'm going to be getting a good system from my brother when he has time to dig through his storage but I need to be able to check out some lokies that I intend to sell as surplus while I wait. Any suggestions?

That BLI one is wonderful. My club has one and it even works on sound decoders or decoders that are challenging for the regular command stations.
Cheapest I know of would be DCC++EX which is also a complete DCC Command Station with many advance features and capable of connecting to a computer running JMRI with DecoderPro (free) that has complete decoder programming. Total cost less computer is under $50. https://dcc-ex.com/ Sumner
The SPROG II is very widely used for programming and testing decoders/installs. Robust, compact unit with USB interface to a computer of your choice to run JMRI (Windows/MAC/Linux).
