Look closely. It has a "B" truck in front, and a "C" truck in the rear. Should be an OLD FM C-Liner chassis.

Quite the example of verbosity, right? Why not simply say "I sell to U.S. Buyers Only" and/or set the item defaults for that? Sheesh.
I haven't listed anything for sale recently -- well, actually, in years now that I think about it -- but I suspect that it depends how porous the "block" on where bidders can be located is. In other words, even if you say you don't ship to anyone except the USA, does that mean that one can still bid on / purchase an item from outside the USA anyway? Knowing eBay, I'm sure they do the minimum to protect sellers.
I've not sold anything on eBay since the tax nonsense began, but unless it's been changed, a Seller can block bids from specific nations, continents or even PO Boxes. Every once in a while I'd be messaged by a Canadian and when I explained that I was only an amateur Seller thinning out my trains and didn't want to work through the postal forms, they were kind and understanding about my choice.

If the item is from those small and medium-sized businesses, it would not say Sold By Amazon. Rather it will list the seller's name. Often, you have to be wary about those, sometimes, as that's where the shenanigans often happen. That's why this is interesting as it's Sold By Amazon.
