The NEO was formed from two separate entities. First part began as Oklahoma, Kansas and Missouri Interurban RY which was incorporated 9/26/1908. Its name changed to Oklahoma, Kansas and Missouri RY 5/8/1917. Northeast Oklahoma Traction Co. of 7/25/1919 purchased it on 12/1/1919. Northeast Oklahoma RR Co. of 12/29/1929 purchased it 12/29/1919. The second part began as Webb City Northern RR, incorporation date unknown. It was purchased by Southwest Missouri Electric RY on 8/23/1906. The Southwest Missouri RR of 8/16/1906 purchased it 8/23/1906. The Northeast Oklahoma RR Co. purchased it 4/27/1939. The railroad had track in NE OK, SE KS and SW MO. It was purchased 1/1/1964 by the Frisco, which abandoned most of its track.

Part of the NEO shop building is still standing in Miami, OK (the NEO's headquarters), as well as part of its yard and the office building/depot. The original NEO ROW is still intact from the BNSF (ex-Frisco) interchange to the city limits of North Miami, while the rest is completely gone. This section was operated as the Miami Branch of the Afton Subdivision by Frisco.

The NEO ran quite a few interurban-type cars, and even had several electric freight motors serving the lead & zinc mines in the area. With dieselization came several GE 80-tonners, and later Alco S2s and an S4. The latter four locomotives were on the NEO roster when Frisco took over. The road numbers were 700-703, and were renumbered 295-298 while still wearing their maroon & light gray livery.
