If the E&N is to continue running, it has to have a good freight operation to sustain it, as there is no way that 1 or 2 RDC 1's, even at full capacity per day (Not likely to happen on a regular basis) can bring in enough revinue to cover costs and maintain the tracks and other related equipment from Victoria to Courtenay. It seems that Canadian Pacific has a leash around Rail America's neck and has been preventing them from getting any new business ever since Rail America took over and, untill CP decides to give up and turn over the line to a operator who wants to run it, knowing that they can have "Untethered Access" to all the available business possible on the island, that the line will run on a shoestring from month to month untill it finally fades away.
