I think I've seen this discussed before in magazines or somewhere but I can't remember the correct approach.

Question: Should roadbed in a yard/visible staging area be a continuous sheet or should each track still have its individual road bed section (as on a normal main or branch line)?

Depends on how long a yard has been around and in what era it was constructed. Originally, yard tracks were ballasted the same as main line tracks, just not as high off the basic ground level. Over years, accumulated dirt and detritus would bring the area between tracks to the level of the tie tops. Today, yards are often constructed with either fine gravel or paved concrete "service lanes" between tracks to permit car inspectors and car repairmen to access cars using golfcart type vehicles.

So whether you would use regular roadbed or a solid sheet would depend on the yard you are representing.
