Check out a Digitrax AR1, you would need to isolate that blue section, but it should fix it. http://www.digitrax.com/prd_powerman_ar1.php
You have a reverse loop causing a short. Looks like the blue track is the culprit, disconnect it and see if you still have an issue.
Looks good.. Did you happen to wash the welding wire, I would think there would be some residue left from the manufacturing process..
Lay some slightly crinkled foil across the surface when you're away, the cat won't like the sound and feel of the foil and quit jumping up there.
